Last week, my brain played a cruel trick on me. While waiting for my flight to take off, I was reading The New Yorker, the paper version, of course ? I know the rules. I became engrossed in an article and swiped my finger down the glossy page to read more.

To my surprise, nothing happened. I swiped it again. Nothing.

My brain was trying to turn the page the same way I do on my iPad, with the swipe of a finger. (I quickly realized that I had to physically turn the page.)

A few days later, my brain played another technology-related trick. In New York City, I hopped in a cab and told the driver, ?59th and 6th, please.? I didn?t think anything of it when we arrived at my destination and I said thanks and hopped out of the cab, without paying.

The cabby yelled at me bluntly, clearly not very happy: ?These taxis aren?t free. Are you gonna pay me??

I quickly apologized and paid him ? with a good tip ? when I realized that my brain thought I was in an Uber car, not a taxi.

In San Francisco, where I live, I often use a car service called Uber when I go out for the evening. You order a car from your smartphone, it arrives, you get in, tell your driver where to go, and then get out at your destination. There is no money exchanged; your credit card is automatically billed after the trip, and you are e-mailed a receipt.

But I did spend a few moments standing at the curb trying to figure out if I was suffering from some sort of mental fatigue.

I called the closest thing to a technology doctor I know: Clifford Nass, a professor of cognitive science and communications at Stanford University, and the author of ?The Man Who Lied to His Laptop: What Machines Teach Us About Human Relationships.?

Mr. Nass said, noting that I wasn?t sick, maybe just a little too technological for my own good. ?Our brains are built to put two things together in space and time and then say, ?Great, I can remember that these go together.? Then we execute on that, like you trying to scroll down a piece of paper with your finger.?

Although videos have been floating around the Web showing 1- and 2-year-olds trying to use a magazine like an iPad, you would think a 36-year-old man would know the difference. Gary Small, director of the Longevity Center this is its new name at the University of California, Los Angeles, has performed studies showing that the human brain adapts to technology in seven days, regardless of age.

I rarely read things on paper anymore. Magazines, news articles and books are all consumed on touch-screen devices like iPads, smartphones and Kindles. (The content is the same; the device is different.) Mr. Nass explained that my brain had been habituated to change the page by sliding my finger, no matter what I read. (This is also why I uselessly swipe ATM monitors or my laptop screen.) The same thing is happening with the taxi: my brain categorizes any car I am not driving as an Uber car.

All of these brain changes hasten the adoption rate for technologies, Mr. Nass said. It?s what happened with the telephone or the use of cruise control in cars. ?You no longer drive a car,? he said. ?You use a car.?

What is now happening with reading, we will soon experience with paying for things without cash, check or credit cards. And it will happen quickly.

The slowest part of the process may be convincing businesses to produce the changes. ?This is where businesses have a difficult time adapting to what?s happening in society,? Mr. Nass said. It wasn?t publishers, for example, who introduced electronic reading devices. ?People entered the publishing industry because they loved the feel and smell of books.?

But if they don?t recognize the speed of these changes, their brains are playing tricks on them, too.

Animals suspected in spread of new virus

LONDON (AP) ? Britain's Health Protection Agency has published an early genetic sequence of the new respiratory virus related to SARS that shows it is most closely linked to bat viruses, and scientists say camels, sheep or goats might end up being implicated too.

So far, officials have only identified two confirmed cases and say the virus isn't as infectious as SARS, or severe acute respiratory syndrome, which killed hundreds of people, mostly in Asia, in a 2003 global outbreak.

In Geneva, World Health Organization spokesman Glenn Thomas told reporters Friday that so far the signs are that the virus is "not easily transmitted from person to person" ? but analyses are ongoing. The agency said it's too early to tell how big a threat the new virus will be since it is unknown how exactly it spreads and whether it will evolve into a more dangerous form.

Global health officials suspect two victims from the Middle East may have caught it from animals.

"It's a logical possibility to consider any animals present in the region in large numbers," said Ralph Baric, a coronavirus expert at the University of North Carolina at Chapel Hill. "Biologists now need to go into the area and take samples from any animals they can get their hands on, including camels and goats," he said. Baric said it was crucial to find out how widespread the virus is in animals and what kind of contact might be risky for people.

Baric suggested bats might be spreading the virus directly to humans since the two confirmed infections happened months apart. "If there was an established transmission pattern from other animals, we probably would have seen a lot more cases," he said.

WHO said it is considering the possibility the new coronavirus sickened humans after direct contact with animals. The agency is now working with experts in the Middle East to figure out how the two confirmed cases got infected but could not share details until the investigation was finished.

One patient was a Saudi Arabian man who died several months ago while the other is a Qatari national who traveled to Saudi Arabia before falling ill and is currently in critical but stable condition in a London hospital.

Earlier this week, WHO issued a global alert asking doctors to be on guard for any potential cases of the new respiratory virus, which also causes kidney failure.

Saudi officials have already warned that next month's annual Muslim Hajj pilgrimage, which brings millions to Saudi Arabia from all around the world, could allow the virus to spread. As a precautionary measure, they are advising pilgrims to keep their hands clean and wear masks in crowded places.

Experts said knowing where a virus comes from provides clues on how to stop it.

"This means we could prevent the fire before it starts instead of rushing towards it with fire trucks and water hoses afterwards," said Michael Osterholm, an infectious diseases expert at the University of Minnesota.

Osterholm said it was possible bats had simply passed on the virus from other animals and that there could be a complicated transmission chain that ultimately ended in humans.

Viruses reproduce as they infect animals and people, giving them more chances to evolve into a deadlier version.

"We don't know enough about coronaviruses to predict which mutations might make them more lethal or transmissible," Osterholm said. "But you don't want to tempt genetic fate with microbes because you're bound to lose most times."

Princess Anne urges commitment to graft fight | Times of Zambia

?PRINCES Anne (insert) addresses parliamentarians in Lusaka yesterday.

PRINCESS Anne of Great Britain has called on Members of Parliament (MPs) to continue showing exemplary commitment in the fight against corruption by drafting adequate and effective laws.

And Government chief whip, Yamfwa Mukanga has hailed Britain?s plans to help Zambia with about 59 million British Pounds annually until 2015 to help hasten her achievement to attain the Millennium Development Goals (MDGS).

Speaking in Lusaka yesterday at Parliament buildings when she addressed MPs, Princess Anne said Zambia had made considerable achievements in many sectors of the economy.

Princess Anne was impressed with the continued dedication exhibited by the Government and parliamentarians to fight corruption in areas such as reinstatement of the abuse of authority of office clause.

?May I congratulate you for the commitment to fighting corruption by reviewing the constitutional process which should happen on a regular basis,? Princess Anne said.

The Princess, who is the daughter of Queen Elizabeth II of the United Kingdom (UK), was on a four-day tour of duty in Zambia and was expected to leave the country today.

At Parliament, she was flanked by Speaker of the National Assembly Patrick Matibini. Among other dignitaries who attended the parliamentarians? meeting in the auditorium, was leader of Government business and Vice-President Guy Scott.

Princess Anne said Zambia was scoring considerable achievements in various sectors and that the country had potential to grow further because of fertile and abundant land coupled with rich natural resources.

She was happy with Zambia for the peaceful transfer of power from former MMD regime to newly elected Patriotic Front (PF) Government under the leadership of President Michael Sata.

Princess Anne hailed the country for its continued role played in peacekeeping missions and was happy with the solid and cordial bilateral relationship enjoyed between Zambia and the UK.

On the recent Diamond Jubilee celebrations of Her Majesty Queen Elizabeth II, Princess Anne thanked President Sata for being among hundreds of heads of State who attended the colourful event.

The Princess?s visit to Zambia was part of the celebrations of her Majesty Queen Elizabeth II?s Diamond Jubilee. Her Majesty last visited Zambia in 1979.

Mr Mukanga who is Mines, Energy and Water Development Minister said Zambia was gratified with the British government for its plans of spending an average of 59 million Pounds annually until 2015 in Zambia to attain MDG targets on poverty, maternal and mortality and sanitation.

He said Zambia was thankful to her Majesty for being instrumental in supporting the Government deliver better services to its citizens.

?Her Majesty?s government support through the Department for International Development (DfID) is very welcome as it will help to support our Government improve its systems and use its resources to deliver better services,? he said.

He said Britain?s commitment to help Zambia tackle corruption and increase transparency and accountability to its citizens was in line with the PF Government?s zero tolerance for corruption.

Mr Mukanga hailed Britain for the supported it had rendered to Parliament?s reform programme in conjunction with other cooperating partners to enable Zambian Government become a real Parliament.

He said her Majesty the Queen?s role as head of the Commonwealth was appreciated by all member States like Zambia as she had shown dedicated service and leadership in her 60 years reign.

The minister said the Queen had shown unsurpassed personal and unwavering commitment to all that the Commonwealth represented in areas of shared values of democracy, development and diversity.

?It is for this reason that we wish her Majesty long life so that she can continue to render her invaluable service to the Commonwealth family,? Mr Mukanga said.

The Commonwealth remains a relevant organisation in helping all its 54 independent member States to tackle challenges of the modern world.

He said Zambia and the UK were adapting to challenges such as continued economic growth, climate change, threats from crime and lawlessness, unemployment, human rights, abuses that cemented the cherished relationships.

And Dr Scott is this morning expected to move a motion to adjoun Parliament to enable MPs attend Mama Betty Kaunda?s burial.

Georgia Power files largest solar initiative in state history - Business ...

To meet the target of 210 megawatts, Georgia Power's Utility Scale program would purchase 60 megawatts annually for three years through a competitive request for proposal (RFP) program with projects ranging in size from 1-20 megawatts. By as early as 2013, a Distributed Scale program would provide opportunities for up to 10 megawatts per year of smaller solar projects with specific reservations for Small Scale (less than 100 kW) and Medium Scale (100-1,000 kW) projects.?

RFPs for the Utility Scale program will be conducted in 2013, 2014, and 2015, and require commercial operation dates in 2015, 2016 and 2017.?Georgia Power could begin signing solar contracts under the Distributed Scale program as early as first quarter of 2013.

Developed in cooperation with the PSC, the GPASI will complement the company's existing solar resources, which include leading-edge research and demonstration projects and a 50-megawatt Large Scale Solar program already in place.

(AP) ? Missouri Senate candidate Todd Akin won two high-profile Republican endorsements Wednesday, a day after guaranteeing his candidacy would continue despite calls for him to quit because of comments about rape and pregnancy he since has apologized for.

Former GOP presidential candidate Rick Santorum and Sen. Jim DeMint, a tea party favorite, announced support for Akin's challenge to Democratic Sen. Claire McCaskill. They called Akin a "principled conservative" ? the same phrase Akin uses to describe himself at campaign events.

"If Republicans are to win back the Senate and stop President Obama's liberal agenda, we must defeat Sen. Claire McCaskill in Missouri," Santorum and DeMint said in a joint statement. They added: "We support Todd Akin and hope freedom-loving Americans in Missouri and around the country will join us so we can save our country from fiscal collapse."

Santorum easily won Missouri's nonbinding Republican presidential primary in February.

Akin had faced pressure to quit the campaign after a TV interview aired Aug. 19 in which he said women's bodies have a natural defense against pregnancy in cases of what he called "legitimate rape."

Tuesday was the deadline for Missouri candidates to get a court order to withdraw from the Nov. 6 ballot. Akin let the deadline pass and instead embarked on a statewide bus tour.

Akin repeatedly has apologized for the rape comment, but lost support from top national Republicans, including presidential nominee Mitt Romney. The Republican National Committee, the campaign apparatus for GOP senators and Crossroads, a group affiliated with Republican strategist Karl Rove, all dropped their involvement in Missouri's Senate race ? eliminating millions of dollars of advertising that could have aided Akin.

In a fundraising email Wednesday, Akin said the Santorum and DeMint endorsements "are huge for our campaign and show that real conservative leaders are stepping up, because they know how important it is that we defeat Claire McCaskill and take back the Senate."

McCaskill's campaign called the endorsements a "predictable influx of 'support' from the extreme wing of the Republican Party" that doesn't change the fact that Romney and other prominent Republicans wanted him out of the race.

"You can tell these endorsements are 'enthusiastic' just by the way these Republicans waited until they were stuck with Todd Akin to finally support him," McCaskill spokesman Erik Dorey said sarcastically.

Akin, a six-term congressman from suburban St. Louis, has been trying to rebuild his campaign through online fundraising appeals and an anti-establishment message. He has been aided by former Republican presidential candidates Mike Huckabee and Newt Gingrich, the former House speaker. Gingrich headlined a fundraiser for Akin this week.

As the dropout deadline passed, McCaskill began running an ad in Missouri highlighting Akin's comment about rape, alongside previous comments he made that were critical of Social Security, Medicare, the federal minimum wage and federally financed student loans.

AP Interview: Ahmadinejad pushes new world order

NEW YORK (AP) ? After an hour of fielding questions about Syria, sanctions and nuclear weapons, Iranian President Mahmoud Ahmadinejad had enough. Now, he said, it was his turn to choose the topic ? his "new order" which will inevitably replace the current era of what he called U.S. bullying.

Continuing his hectic pace of media appearances and diplomatic meetings, Ahmadinejad presented an air of boredom when it came to the hot topic on everyone's mind ? Iran's nuclear program and the possibility of impending war. Whether it was feigned or sincere, he said he would much rather be talking about his vision of what the next world order might be.

Conveniently, it would be an order in which the U.S. and the traditional powers play a smaller role and every country has equal standing (though the state of Israel, he often predicts, will soon become a historical footnote).

"God willing, a new order will come and will do away with ... everything that distances us," Ahmadinejad told The Associated Press in an interview Tuesday, speaking through a translator. "All of the animosity, all of the lack of sincerity will come to an end. It will institute fairness and justice."

He said the world was losing patience with the current state of affairs.

"Now even elementary school kids throughout the world have understood that the United States government is following an international policy of bullying," he said. "I do believe the system of empires has reached the end of the road. The world can no longer see an emperor commanding it."

The interview was held on the sidelines of the U.N. General Assembly ? Ahmadinejad's last as president of Iran. He was to address the assembly Wednesday morning.

He also discussed solutions for the Syrian civil war, dismissed the question of Iran's nuclear ambition and claimed that despite Western sanctions his country is better off than it was when he took office in 2005.

Earlier Tuesday, President Barack Obama warned Iran that time is running out to resolve the dispute over its nuclear program. In a speech to the General Assembly, Obama said the United States could not tolerate an Iran with atomic weapons.

Ahmadinejad would not respond directly to the president's remarks, saying he did not want to influence the U.S. presidential election in November.

But he argued that the international outcry over Iran's nuclear enrichment program was just an excuse by the West to dominate his country. He claimed that the United States has never accepted Iran's choice of government after the 1979 Islamic revolution.

"Everyone is aware the nuclear issue is the imposition of the will of the United States," he said. "I see the nuclear issue as a non-issue. It has become a form of one-upmanship."

Ahmadinejad said he favored more dialogue, even though negotiations with world powers remain stalled after three rounds of high-level meetings since April.

He said some world leaders have suggested to him that Iran would be better off holding nuclear talks only with the United States.

"Of course I am not dismissing such talks," he said, asked if he were open to discussions with the winner of the American presidential election.

Israeli leaders, however, are still openly contemplating military action again Iranian nuclear facilities, dismissing diplomacy as a dead end. Israel and many in the West suspect that Iran is seeking to acquire nuclear weapons, and cite its failure to cooperate fully with nuclear inspectors. Iran says its nuclear program is for peaceful purposes only.

Ahmadinejad also proposed forming a new group of 10 or 11 countries to work to end the 18-month Syrian civil war. Representatives of nations in the Middle East and elsewhere would meet in New York "very soon," he said.

Critics have accused Tehran of giving support to Syrian President Bashar Assad in carrying out massacres and other human rights violations in an attempt to crush the uprising against his rule. Activists say nearly 30,000 people have died.

Ahmadinejad said the so-called contact group hopes to get the Syrian government and opposition to sit across from each other.

"I will do everything in my power to create stability, peace and understanding in Syria," Ahmadinejad said, adding that he last spoke with Assad one year ago over the telephone.

Earlier this month, Egyptian President Mohammed Morsi announced the formation of a four-member contact group with Iran, Turkey and Saudi Arabia. But Saudi Arabia so far has not participated.

Ahmadinejad denied Iranian involvement in plotting attacks on Israelis abroad, despite arrests and accusations by police in various countries. He also vehemently disputed the U.S. claim that Iranian agents played a role in a foiled plot to assassinate the Saudi ambassador to the United States last year.

Ahmadinejad will leave office next June after serving two four-year terms. He threw out numbers and statistics during the interview to show that Iran's economy and the lives of average Iranians have improved under his watch. Since his 2005 election, he claimed, Iran went from being the world's 22nd-largest economy to the 17th-largest; non-petroleum related exports increased sevenfold; and the basic production of goods has doubled. Median income increased by $4,000, he said.

"Today's conditions in Iran are completely different to where they were seven years ago in the economy, in technical achievement, in scientific know-how," Ahmadinejad said. "All of these achievements, though, have been reached under conditions in which we were brought under heavy sanctions."

Iran has called for the U.S. and its European allies to ease the sanctions that have hit its critical oil exports and left it blackballed from key international banking networks.

It was not possible to immediately verify most of Ahmadinejad's figures and claims. The CIA's World Factbook says Iran was the world's 18th largest economy last year, as measured by its gross domestic product. It said Iran's "GDP growth remains stagnant" and that the country "continues to suffer from double-digit unemployment and underemployment."

But the Factbook credited Ahmadinejad with spearheading a law to reduce state subsidies that drained the budget and mostly benefited Iran's upper and middle classes.

On other matters, Ahmadinejad said he had no knowledge of the whereabouts of Robert Levinson, a private investigator and former FBI agent who vanished in Iran five years ago. He said he directed Iranian intelligence services two years ago to work with their counterparts in the U.S. to locate him.

"And if any help there is that I can bring to bear, I would be happy to do so," he said.

He also claimed never to have heard of Amir Hekmati, a former U.S. Marine who is imprisoned on espionage charges in Iran. Hekmati was arrested while visiting his grandmothers in Iran in August 2011, and his family has been using Ahmadinejad's visit to New York to plead for his release.

In spite of Ahmadinejad's assertions on the importance of dialogue and respect for others, he has presented a hard line in many areas in this week's media appearances.

He refuses to speak of the state of Israel by name and instead refers only to the "Zionists." And when asked on Monday about author Salman Rushdie, he made no attempt to distance himself from recent renewed threats on the author's life emanating from an Iranian semi-official religious foundation.

"If he is in the U.S.," said the president of Iran, "you should not broadcast it for his own safety."

Write For Your Customers, Not Your Peers : @ProBlogger

Think about your last ten clients. Did they hire you because they have the same level of knowledge and experience that you do? Or did they choose to work with you because of your expertise?

My guess is that they fall into the second camp: your customers look up to you because you?re farther ahead than they are. They expect you to provide them with advice and guidance to help them move forward in life and business.

Knowing this, why are so many blogs speaking to their industry and not their customers? You?ve seen it, and you?ve probably been guilty of it?posts filled with jargon and industry news. Maybe it seems like the articles your customers need are too simple: that information?s basic, it?s been written about before, and therefore, it?s not valuable.

Too many businesses err on the side of writing what they find to be useful or valuable, not what their clients need to know most.

Let?s use an example from my business, LKR Social Media. Our customers are people who learning the ropes of using social media for their businesses.

Because social media is our world, we know all the jargon, all the nuances, all the basics. It would be easy to gloss over some of the simpler setup details in our tutorial-style posts because we could make an assumption that everyone already knows how to do them. But, based on who our customers are, we can?t make that assumption!

We make sure that we always break down each topic to its simplest steps, making it easy for business owners at all levels to implement what we are teaching. We don?t assume that you already know how to set up a Facebook page, or mention someone on Twitter, or use RSS.

So, how do you ensure that you are writing for your customers, and not your peers?

1. Avoid jargon or technical terms

Use clear, concise language that everyone can understand. You do not need to use jargon or fancy terms to come across as an expert; simply blogging regularly and providing valuable information will accomplish that.

2. Break how-tos into action steps

Don?t assume that just because you know how to do something, everyone else does too. Break down instructions into simple action steps that someone just starting out on your topic can follow.

3. Write your posts for one person, not your entire audience

You might find it strange to think about singling one person out to write to in your posts. But?the value in speaking to one person instead of a group is that usually, most people are sitting down, alone, to read your blog. There probably isn?t a huge group of your followers crowded around a laptop in a coffee shop all reading it together. For example, write ?you? instead of ?you guys.? The same goes for video blogs: speak to a single viewer, not to your entire audience.

If you find, after reading this, that much of your blog content was actually written for your peers (people at your level) versus your customers, that?s okay! It?s not too late to start. For your next blog post, keep these three pointers in mind to help you write content that will help your customers.

You?ll start to notice if this strategy is working by looking at a few key analytics:

  • how long people are staying on your site
  • how many articles they are clicking through to read in one sitting
  • whether you are getting more subscriptions to your email list
  • whether you are generating more sales.

Increased numbers in these areas are sure signs that you?re writing for the right crowd.

China carrier a show of force as Japan tension festers

TOKYO/BEIJING (Reuters) - China sent its first aircraft carrier into formal service on Tuesday amid a tense maritime dispute with Japan in a show of force that could worry its neighbors.

China's Ministry of Defense said the newly named Liaoning aircraft carrier would "raise the overall operational strength of the Chinese navy" and help Beijing to "effectively protect national sovereignty, security and development interests".

In fact, the aircraft carrier, refitted from a ship bought from Ukraine, will have a limited role, mostly for training and testing ahead of the possible launch of China's first domestically built carriers after 2015, analysts say.

China cast the formal handing over of the carrier to its navy -- attended by President Hu Jintao and Premier Wen Jiabao -- as a triumphant show of national strength at a time of tensions with Japan over islands claimed by both sides.

"The smooth commissioning of the first aircraft carrier has important and profound meaning for modernizing our navy and for enhancing national defensive power and the country's overall strength," Xinhua news agency cited Wen as saying at the commissioning ceremony in the northern port of Dalian.

Sino-Japanese relations deteriorated sharply this month after Japan bought the East China Sea islands, called Senkaku in Japan and Diaoyu in China, from their private owner, sparking anti-Japan protests across China.

"China will never tolerate any bilateral actions by Japan that harm Chinese territorial sovereignty," Vice Foreign Minister Zhang Zhijun told his Japanese counterpart on Tuesday as the two met in a bid to ease tensions.

"Japan must banish illusions, undertake searching reflection and use concrete actions to amend its errors, returning to the consensus and understandings reached between our two countries' leaders."

In a sign of the tensions, China has postponed a ceremony marking the 40th anniversary of the resumption of diplomatic ties with Japan. But an official at the Japan-China Economic Association said Toyota Motor Corp Chairman Fujio Cho and Hiromasa Yonekura, chairman of Japanese business lobby Keidanren, and other representatives of Japan-China friendship groups would attend an event on Thursday in Beijing.

The risks of military confrontation are scant, but political tensions between Asia's two biggest economies could fester and worries persist about an unintended incident at sea.

"If blood is shed, people would become irrational," Koichi Kato, an opposition lawmaker who heads the Japan-China Friendship Association and will travel to Beijing, told Reuters.

"NOT CUTTING EDGE"

For the Chinese navy, the addition of carriers has been a priority as it builds a force capable of deploying far from the Chinese mainland.

China this month warned the United States, with President Barack Obama's "pivot" to Asia, not to get involved in separate territorial disputes in the South China Sea between China and U.S. allies such as the Philippines.

U.S. Secretary of State Hillary Clinton in turn urged China and its Southeast Asian neighbors to resolve disputes "without coercion, without intimidation, without threats and certainly without the use of force".

Narushige Michishita, a security expert at the National Graduate Institute for Policy Studies in Tokyo, said he thought the timing of the launch was unrelated to the islands dispute.

Rather, experts said it might be associated with China's efforts to build up patriotic unity ahead of a Communist Party congress that will install a new generation of top leaders as early as next month.

"China is taking another step to boost its strategic naval capability," Michishita said. "If they come to have an operational aircraft carrier, for the time being we are not super-concerned about the direct implications for the military balance between the U.S. and Japan on the one hand, and China on the other. This is still not cutting edge."

The East China Sea tensions with Japan were complicated on Tuesday by the entry of Taiwan, the self-ruled island that Beijing calls an illegitimate breakaway, which also lays claim to the islands.

Japanese Coast Guard vessels fired water cannon to turn away about 40 Taiwan fishing boats and 12 Taiwan Coast Guard vessels. Six Chinese patrol ships were also near the islands but four left, leaving two nearby but not in waters Japan considers its own.

Japan protested to Taiwan, a day after lodging a complaint with China over what it called a similar intrusion by Chinese vessels.

Taiwan has friendly ties with Japan, but the two sides have long squabbled over fishing rights in the area. China and Taiwan both argue they have inherited China's historic sovereignty over the islands.

The flare-up in tension comes at a time when both China and Japan confront domestic political pressures. Japanese Prime Minister Yoshihiko Noda's government faces an election in months, adding pressure on him not to look weak on China. China's Communist Party is preoccupied with the leadership turnover, with President Hu Jintao due to step down.
